Absent a DNR or Do Not Resuscitate order... these folks are in deep trouble.
Laws differ from state to state. In Georgia, they would have several levels of legal exposure likely criminal and civil.
Their real problem, as I see it, is the lady or nurse on the phone prevented anyone else from attempting by refusing to hand the phone off… “We are in a dining room”.
